REHABILITATION OF PATRICIA TERRACE, DOLLY DRIVE, AND COVENTRY LANE 

 

The Town of Beacon Falls is seeking bids from qualified respondents for the roadway Rehabilitation of Patricia Terrace, Dolly Drive, and Coventry Lane, which includes full-depth reclamation, paving, installation of new bituminous curbing, driveway aprons, removal of existing storm drainage, and new storm drainage improvements. Respondents must have demonstrated experience in completing similar work (as described in the contract plans, standard specifications and special provisions) and adhere to standards and requirements (State of Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Incidental Construction Form 818, dated 2020 and latest supplements, and Town of Beacon Falls standards) typical for such work. The full Invitation to bid (ITB), with project specifications, must be accessed through the Town’s Bonfire Procurement Portal here: https://tobfct.bonfirehub.com/portal and read by all respondents prior to submission. The Bonfire portal can also be accessed on the Town of Beacon Falls’ website at http://www.beaconfalls-ct.org/ and clicking the "Bids/RFPs/RFQs/RFIs" button. This ITB is also advertised at https://portal.ct.gov/DAS/CTSource. An Optional On-Site Pre-Bid Meeting will be held on June 28, 2022 at 10am. All questions regarding the specifications must be directed within the Bonfire portal by July 5, 2022 10am. Late submittals will be rejected. E-mailed, faxed or in-person delivered bids will be rejected. Submission deadline: July 20, 2022 at 10am. Each respondent shall honor their proposal for (90) business days from the date of electronic opening, without modification. The executed purchase order will stand as the Notice to Proceed. Upon award, the winning respondent shall be bound by the proposal price throughout the contract period. Beacon Falls is an affirmative action, equal opportunity employer. The selected bidder must meet all municipal, state, and federal AA and EEO practice and requirements. MBEs/DBEs/WBEs/SBEs/VBEs/LGBTBEs are encouraged to apply. The Contractor must comply with the Small Contractors Set-Aside Program and the hiring goals identified by the State Commission on Human Rights and Opportunities (CHRO.) The Contractor shall perform, with its own organization, Contract work with a value under the Contract of at least 50% of the original total Contract value, as stated in Section 1.08 of Form 818. “The CONTRACTOR who is selected to perform this State project must comply with C.G.S.§4a-60,4a-60a,4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of C.G.S.§4a-60g.(25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and /or Disabled owned businesses.) The CONTRACTOR must demonstrate a good faith effort to meet the 25% set-aside goals. For municipal public works contracts and quasi-public agency projects, the CONTRACTOR must file a written or electronic non-discrimination certification with the CHRO. Beacon Falls reserves the right to reject any or all proposals, or waive defects in same, if it deems such to be in its best interest.
